Ms. Winkler represents the workforce and business interests of 30 major insurance and financial services [IFS] companies in the state of Connecticut, USA, including P&C, life/retirement and health insurers as well as financial services companies and service providers. Ms. Winkler provides strategic direction and management to a Board of Directors across the common goal of economic development including major initiatives in workforce development, public advocacy and business attraction. As an industry leader, she manages strategic, public-private, high priority projects of business recruitment, selling the strengths of Connecticut’s IFS industry, and the Insurance Capital of the U.S., to bring net new jobs to the
economy.
 
The CT IFS continues to be recognized as an industry-cluster model in the U.S. – with its long-standing, public partnerships with the State of Connecticut Department of Economic & Community Development, the State Department of Banking and the Connecticut Insurance Department.
 
Previously, Ms. Winkler worked as Facilities Strategy Manager at The Hartford Financial Services where she assisted the site selection decisions of its U.S. real estate portfolio.
 
Ms. Winkler is a Board member and co-founder of Northside Institutions Neighborhood Alliance (NINA) currently acts as Co-Chair of the Advisory Board for Weaver High School/High School, Inc., Hartford’s public high school dedicated to insurance and finance. She also resides on Central Connecticut State University’s School of Business Advisory Council and the Actuarial Science Advisory Boards for the University of Connecticut, the University of Hartford and the University of Saint Joseph. Ms. Winkler received her B.A. from Central Connecticut State University and has a Business Masters Certificate from the University of Connecticut School of
Business.

Connecticut Department of Economic and Community Development (DECD)
 

David Lehman serves as the Commissioner of the Connecticut Department of Economic and Community Development (DECD), the state agency that oversees a wide range of programs promoting business growth, brownfield redevelopment, the arts, historic preservation and tourism.

David also serves as the Governor’s Senior Economic Advisor. He is hard at work at creating an innovative public-private partnership between DECD and AdvanceCT (formerly CERC) that will provide a new economic development delivery model for our state.  

David’s business development priorities include helping build our urban centers into engines of growth, furthering the state’s innovation and entrepreneurial ecosystems, and strengthening the state’s workforce pipelines.

Prior to joining DECD, David worked in the financial services industry. Most recently he was Global Head of Real Estate Finance for the Investment Banking Division of Goldman Sachs, where he worked for 15 years.

David Griggs is President and CEO of the MetroHartford Alliance, the region’s business and economic development organization that drives economic prosperity through job retention and creation and promotes the Greater Hartford Region as an exceptional place to build a business, an industry, a career and a future. In this role, Mr. Griggs works with leaders of the region’s private-sector employers to ensure that the organization is strongly positioned to leverage economic development opportunities through planning, research, data and marketing. He also partners with public-sector decision-makers to secure a financial base that will enhance the Alliance’s capacity to drive economic growth, retain jobs and create new ones in a variety of sectors for generations.

Prior to the Alliance, Mr. Griggs worked for more than seven years at the Greater Minneapolis St. Paul (MSP) Regional Economic Development Partnership, a private-public nonprofit organization accelerating job growth and capital investment in 16 counties, where he served as Vice President, Business Investment and Research and Vice President, Business Investment. Mr. Griggs led business outreach as well as the research efforts of the organization and commissioned several studies highlighting the business and talent assets of the MSP region with the purpose of attracting and retaining jobs and investment. During his tenure the organization worked on projects that created over 25,000 jobs while investing over $3.2B. His team also provided instrumental research support for winning the 2018 Super Bowl bid.

Mr. Griggs also served eight years with Buffalo Niagara Enterprise (Buffalo, N.Y.), the last four as Business Development Director, where he worked closely with site selectors, corporate and commercial real estate partners and other key professional advisors to build the regional economy while retaining existing companies and recruiting new ones. His leadership resulted in thousands of jobs created and billions of dollars invested by such companies as Yahoo!, Definity Health/United Health Group and GEICO. Prior to that, Mr. Griggs worked in research and planning at the Orleans County (N.Y.) Planning Department and for the City of Niagara Falls.

Mr. Griggs holds a Bachelor of Science, Urban Planning and Regional Analysis, from the State University of New York, Buffalo State College, and a Master of Planning degree from the University at Buffalo. 

Ryan Severino

Chief Economist

JLL

Ryan Severino is the chief economist at JLL where he manages the economics team and is responsible for global and regional economic research, analysis and forecasting as well as property market forecasting.​

Prior to JLL, Ryan served as senior economist and director of research at Reis in the research and economics department, the team responsible for the firm's market forecasting, valuation, and portfolio analytics services. Ryan also served as the Associate Director of Research at MetLife Real Estate Investments where he was responsible for macroeconomic and real estate market analysis, formulating portfolio strategy, and conducting deal reviews. Before joining MetLife, Ryan served as the Director of Investment Strategy and Market Research at Starwood Capital Group where he directed the entire research effort at the firm. Ryan has also held research positions at Prudential Real Estate Investors and UBS.

Additionally, Ryan currently serves as an Adjunct Professor of finance and economics at Columbia University and New York University teaching courses such as Urban Economics, Portfolio and Risk Management, Microeconomics, and Macroeconomics. He also has experience in real estate asset management, portfolio management, and acquisitions.

Ryan's original research has appeared in a number of journals such as the Wharton Real Estate Review and The Real Estate Finance Journal. His assessments of market conditions have appeared in international publications like The Economist, The Wall Street Journal, The New York Times, and The Financial Times and on business networks such as CNBC and Bloomberg. Ryan is a member of the CFA Institute, the American Economic Association, ULI, and NCREIF.

Ryan holds a master's degree from Columbia University, where he studied International Finance and Economics, a bachelor's degree from Georgetown University, where he studied Finance, Japanese, and Economics, and is a CFA Charterholder.
